Annual Meeting 2025

Our Annual Meeting is a time where we discuss the past year's challenges and opportunities and share plans for the future. With so much energy taking us into this coming year, we're delighted that Krosbie Carter, Director of Partnerships, Development and Policy at 1DROP, will be our featured speaker. 1DROP is a nonprofit developer collective supporting BIPOC and community-based developers who are working to build wealth for families and create community-rooted homeownership opportunities. Current members will also elect new trustees to fill open board positions. Baked into the Community Land Trust model is the core value of democratic governance. A board of trustees drawn from the membership helps us reflect the real needs and values of our community. But as a young organization with a working board, our trustees don't just provide guidance, they actively participate in the projects and work we take on. About our Speaker

Krosbie Carter
Director of Partnerships, Development, and Policy
1DROP
Krosbie Carter has spent more than 15 years working across Washington’s housing system in roles spanning planning, homelessness response, community development, state policy, and real estate. Her work has focused on understanding how the pieces of the system fit together and helping communities put practical strategies in place to expand access to stable, affordable homeownership.
Krosbie began her housing work at Thurston County, where she supported long range planning, development review, and early housing policy efforts. She went on to manage homelessness, fair housing, and housing strategy work for the City of Olympia, and later served as Director of Thurston Thrives, where she built cross-sector partnerships to address regional housing and community development challenges.
She then joined the Washington State Department of Natural Resources, where she led the agency’s first initiative to use state managed public lands for affordable housing and community development. Her work helped shape new legislative pathways, secured federal infrastructure funding for local projects, and strengthened partnerships between the state, Tribes, and local jurisdictions.
Today, Krosbie serves as the Director of Partnerships, Development and Policy at 1DROP, a nonprofit developer collective that supports BIPOC and community based developers working to build wealth for families and create community rooted homeownership opportunities. She focuses on designing systems and partnerships that help small developers access land, navigate predevelopment barriers, and participate in the broader housing ecosystem. She also works with public agencies and regional partners to advance policies that make attainable homeownership possible at scale.
Krosbie brings a system wide perspective shaped by direct experience in nearly every part of the housing landscape. Her work at 1DROP centers on translating that understanding into new pathways, partnerships, and strategies that can inspire developers, community land trusts, and local partners working to create the next generation of homeownership opportunities.
